One solution is to require a "lab fee" to cover the cost of the paper. Then you buy the paper. have it cut in quarters, and hand it out in class. You may get a better price on buying the quantity.
"Mould" is the way the paper sheets are formed, in a mould. Papers used to be handmade, now they are mostly mould-made.
Papers should be pH neutral and/or acid-free. Rag papers are both. Some less expensive papers are made from wood-pulp and are not acid-free, so they must be treated, or buffered, with an alkaline substance to neutralize the acid. Non acid-free papers will yellow and deteriorate over time.
Watercolor papers have sizing in the fibers and/or on the surface. Too little sizing causes the paper to soak up the paint like a blotter. Too much makes the paint break up and can result in speckly washes. The right combination allows the paint to flow into smooth washes.
Every brand of paper has different characteristics in addition to the surface texture. My favorites are Arches, because it's tough and reliable, and Winsor & Newton, which is almost as tough and is whiter. I don't like Lana paper or Whatman, which seem too soft to me, but some of the Fabrianos are okay.

Anyway, Help please with a decent description of the differences between mould paper and rag mould paper, I cannot persuade my students to use a decent paper
and am tired of arguing with them on the merits of "artist" quality paper versus the endless pads they bring to class. The latest is to bring a heavy weight acrylic paper grrrrrrrrrrrrrroan! Phyllis
