I am using the clear packing tape to tape my paper down to a board.
It is sturdier and cheaper than any of the other tapes and leaves a nice clean edge. Like Pat, I too have stopped pre-stretching my paper. There are actually less buckles and problems taping down the dry paper.

There is a thing in hardware stores called Painter's Tape, which is
basically for masking off edges, easy to take back up without damage to
surfaces, and coming in various widths. It is cheap and easy to use.
